Why do Indian students go to Ukraine to study medicine? | Let Me Explain

Around 18,000 Indian students were studying in Ukraine when the war broke out. A majority were studying medicine. Prime Minister Narendra Modi had recently said that many Indian students especially those pursuing medicine were going to small countries to study. He urged the private sector to enter the medical education field in large numbers to prevent billions of rupees from going out of the country.
